Family Self-Sufficiency Program

The Parkersburg Housing Authority's Family Self-Sufficiency Program (FSS) helps families receiving Section 8 Rental Assistance achieve economic success through job training, education, employment, and other supportive services, and the ability to save money while you rent.

FSS help participants:

*Select Goal

*Connect to area agencies, job, education, vocational training, counseling, and other resources and services

*Map a 5-year action plan outlining goals and steps to suceed

*Personal guidance throughout the five year action plan

*Achieve goals one step at a time

*Savings incentive plan at no cost


Savings Incentive Plan


An escrow account is set up for Section 8 participants who have joined the FSS Program. All FSS participants must be in school, training, working, or actively seeking employment. As the participant's earned income increases and the tenant's portion or rent increases, the FSS program matches the rent increase and makes monthly deposits into the escrow account. At the successful completion of the FSS participation program, the family may collect the account balance plus interest. Participants may also have the opportunity to become a homeowner in our Lease to Purchase Homeownership Program.

Welfare to Work Program


The Parkersburg Housing Authority also offers rental assistance through the Welfare To Work Rental Assistance Voucher Program. Interested, qualified applicants will be selected from the waiting list by date and time of application. The Welfare To Work Program helps families achieve economic independence from government assistance through job training, schooling, and other supportive services to overcome barriers to reach goals of family self-sufficiency.


You may be eligible for this program if:


- You are receiving Temporary Assistance for Needy Families (TANF)

- You have received TANF in the past two years

- You participate in the WV Works Program at the Department of Health and Human Resources


You are not eligible if:


- You were completely terminated from the WV Works Program because of sanction in the last two (2) years.

- You receive benefits such as Social Security, Supplemental Security Income, or Social Security Disability, and a doctor has certified that you cannot seek and maintain any type of employment, schooling, or training.


The Parkersburg Housing Authority will work in direct conjunction with the agencies administering the TANF benefits, such as the Department of Health and Human Resources.


Eligible applicants who are selected to participate in the Welfare To Work Rental Assistance Program must comply with the Welfare To Work contract obligations in addition to family obligations required by regular Section 8 Rental Assistance.
